WORK HOURS: Full-time; 40 hours/week

COMPENSATION: DZD 1,558,125* (Grade 08)

This represents the total annual compensation including salary, bonus and benefits.

The U.S. Embassy in Algeria is seeking an individual for the position Senior Human Resources Assistant in the Human Resources Office.

BASIC FUNCTION OF POSITION:

Jobholder serves as one of six Human Resources Assistants and is supervised by the Human Resources Officer.  Major responsibilities include: managing the Customer Service Support and Orientation program (USDH focus), maintain and update the USDH staffing pattern, Webpass systems, and arrival &departures list.  Provides review and coordinates with the Ministry of Foreign Affairs to obtain USDH employee accreditations and resolve related discrepancies.  The employee provides administrative and policy oversight as the primary timekeeper for American payroll and time and attendance.  Additionally, s/he is the EFM Employment and Overseas Seasonal Hire Program (OSHP) Coordinator and handles position classification instruction, recruitment, hiring and guidance on regulations/procedures.

QUALIFICATIONS REQUIRED:

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

– Required Education: A Bachelor Degree in Humanities or Administrative study is required.

– Prior work experience: Five years of progressively responsible experience in the administrative or management field is required.

– Language Proficiency: Level 4 in English, Arabic and French is required.

– Other criteria: Requires advanced working knowledge of the Foreign Affairs Manual and standardized regulations pertaining to employment of family members and locally hired Americans, regulations and procedures governing allowances, differentials, R&R, Medical Evacuation, Educational, Emergency Visitation, etc.  Must have an advanced working knowledge of office procedures, policies, and procedural requirements pertaining to HR functions.

– Other Skills and abilities: Good computer skills: MS Word, Excel, and MS Power Point and WEBPASS application, T&A.   Strong communication and service oriented interpersonal skills are required. Ability to work independently and to set priorities in order to complete work assignments in a timely manner.  Ability to independently research and apply regulations correctly and to give sound advice to American employees and to know when to refer more complex and sensitive cases to the HRO. Ability to draft sophisticated correspondence in French and English, ability to translate in from to English/French. Ability to hold presentation to audience in different HR topics related to the position.
