Role Description

The main role of the individual is to provide consulting services to network operators, vendors and regulators on a variety of projects worldwide.

The RF Team Lead will be responsible for the process management of the Radio Strategic Design of the network and the resource deployment. He will deliver tasks and coordination activities on the high level RF design of the project and coordination with the Detailed Radio Design department and the Rollout of the project.

A professional engineer with at least 10 years of experience in the mobile communications industry and at least 5 years of experience in telecommunications team lead experience.

Strong technical skills will be a requirement to enable the delivery of projects spanning many technical disciplines and technologies.

Interpersonal skills must be strong to impart confidence to both the client and the team.

Leading skills and experience are expected to ensure that projects are delivered to time and cost constraints whilst still maintaining a contented team and client.

Primary Technical Skillsets

o Deep understanding on mobile networks technologies including GSM and WCDMA networks

o Full set of project management skills as per the requirement of the project

Additional Technical Skillsets

o General knowledge of 2G and 3G CS and PS Core Networks that include, design, rollout, implementation and optimisation

o General knowledge on IP Backbone that include, design, rollout, implementation and optimisation for networks supporting UMTS and LTE mobile layers

o General knowledge of 2G, 3G, access, IP backbone, BH, Network Design, Management and Optimisation

Strong experience in leading technical Teams

Excellent technical and non technical report writing skills

Excellent communication skills

Creation and delivery of technical and pre-sales presentations

Responsibilities

Radio Team Lead responsibilities

o Development of effective and satisfactory specific Project Plans and project procedures relative to the area of responsibility

o Ensure that Project Plan and procedures are established and enforced across all the project development in order to maintain timely execution and quality of work.

o Ensure that the quality of the deliverables is always maintained. Perform regular quality control and quantity of work performed.

o Guide the team and carry the overall responsibility for the task fulfilment and the Consultant’s activities.

o Set objectives and priorities for the execution of work in line with the project scope and customers requirements.

o Constantly monitor the progress of the project and proactively track constraints, bottlenecks and related issues to ensure that project targets and schedules and key milestones are satisfactorily met.

o Coordinate project activities with all involved departments and sections departments to ensure well-ordered, end-to-end execution of all project tasks.

o Supervise work results and compare results with guidelines and project plans.

o Ensure that results are compiled, documented and forwarded to Client in required format, quantity and quality, and ensure timely and correct presentation and explanation of results.

o Establish mechanism to track, review and clarify problem issues raised in the project, and to identify actions needed to resolve project blocking issues.

o Hold regular project progress review and coordination meetings with key project team members

o Conduct regular reviews of changing project requirements, organisation and resource needs, and provide recommendations for changes accordingly.

o Coordination between different departments inside and outside the project

Radio Team Lead Technical responsibilities

o Definition of Link Budget and detailed discussion of them with the vendors

o Definition of technical requirements as per specific services to be deployed accordingly to commercial input of services to be provided, areas to be attended and subscribers to be served

o Produce guidelines for effective nominal planning

o Development of Nominal Plan (NP) based on regional commercial inputs, and ensures that all planned activities are carried out timely to achieve regional rollout targets.

o Development of process and procedures for effective RF planning

o Maintenance of Planning Tools To ensure the Planning Data in Planning Tool as per developed nominal plan to be handed over to rollout teams

o Project Milestones To ensure quality and timely completion of all Technical documents for rollout as per the SLA.

Strong Leadership ability between multiple multicultural environments

Ability of working under pressure and to be able to achieve tight targets

Education/Experience

At least 10 years relevant industry experience

At least 5 years of experience of team leading of telecommunication projects

Ordinarily possess relevant degree and / or post graduate qualifications on engineering field related with telecommunications
