PURPOSE
Preparation, analysis and reporting of budgets, measurements of actual and earned values, cost trends and cost performance evaluations. In addition, provision of cost estimating support.
MAIN RESPONSIBILITIES
– To develope Cost Control activities of the integrated project liaising effectively within the project team and with contractors, vendors and other stakeholders to support appropriate and timely cost control management

– To implement and populate cost breakdown structures (CBS)
– To validate invoices from contractors, services providers and suppliers
– To input invoicing and cost control data (budget data, actual cost, cost forecast, contract variations, etc) in CLIENT ERP (SAP) and cost control management systems
– To provide input and contribute to the preparation of the annual budgets and quarterly updates. Collate accrual figures and prepare cost accrual reports
– To analyse and verify the cost impact of any variance/change order
– To prepare cost control reports, analysing deviations and forecasts for the Monthly Project Reports and specific reports/presentations
– To collate project cost data in sufficient detail so that it can be fed back to CLIENT Partners’ project management services for analysis and benchmarking of the project cost and updating of their own cost estimating databases
– To prepare cost estimates as required to support project contracting and procurement activities
– To QC the cost estimates prepared by contractors or specialized consultants and integrate them into the project overall cost estimate
– To conduct cost estimate risk analysis in conjunction with the delivery and supporting teams to the determination of the required contingency levels for Company Estimates for the main contracts and the overall project cost estimate
– To escalate cost estimates according to execution schedules, market escalation, general inflation and exchange rates projections as agreed by project partners for that purpose
REQUIREMENTS
– Hands on experience with cost control specialized software and SAP. Sound knowledge of cost estimating techniques, earned value analysis techniques and probabilistic and risk analysis methodology and software tools (PertMaster, Crystal Ball)
– Fluent in English. French is highly considered
Senior Specialist:
– At least 15 years relevant working experience of which:
– Minimum 10 years in development projects for the Oil & Gas industry
– Bachelor degree in Engineering and professionally qualified and career as Cost Control Engineer Specialist
– At least 10 years relevant working experience of which:
– Minimum 7 years in development projects for the Oil & Gas industry
– Professionally qualified and career as Cost Control Engineer
